墨尔本东南面的Cranbourne地区昨晚发生严重甲烷气体泄漏,导致愈两百人从该地区撤离。糟糕的是,这起事件可能有长期效应。

Country Fire Authority负责人Russell Rees说,目前气体停留在地层,但是随时有可能漫出地面,达到爆炸点。由于当地政府没有一套疏散及临时安置方案,很多居民在得知该消息后,只能选择留守家中。

当初开发商准备挖地造房之前,Cranbourne所属的Casey Council就提出过反对意见,理由是位置过于靠近垃圾填埋场,有甲烷泄漏危险。不过council的意见被Victorian Civil and Administrative Tribunal驳回。

Hundreds of residents evacuated from a Cranbourne housing estate after a dangerous leak may be unable to return to their homes for  years - and there are fears that thousands more may be affected.

Two-hundred people were evacuated from the Brookland Greens estate last night due to the risk of explosive levels of methane gas leaking into their homes.

The gas is in the substrata and could rise to the surface - near ignition points - at any time, Country Fire Authority chief officer Russell Rees said.

About 200 residents have already been ordered from the area after dangerous concentrations of the odourless, colourless gas were identified.

"I would suggest that this is a big problem," Mr Rees said. "The best advice is for people not to be in their homes.

"There's a very real risk that that could cause an explosion.

"The reality is, what's been our concern from time to time is we've found gas in confined spaces in the explosive limit zone, in one instance well above."

Methane concentrations of between 5% and 15% were most dangerous, and worst in small, confined spaces including cupboards and wall cavities, Mr Rees said.

He described movement of the gas as "temporal" and said a negative reading in a house one day did not mean the same property would get the all-clear the next.

"It comes and goes," he said.

But very high concentrations of the gas, like low concentrations, will not burn.

The gas has been sourced to a nearby tip - Mr Rees said evacuated residents may not be able to safely return to their homes for a year or more.

Some of the estate's residents defied warnings to evacuate their homes yesterday because they had nowhere to go.

The president of the Cranbourne and District Residents Association, David Banner, said authorities did not have an evacuation plan or temporary housing.

"Most people stayed because they have nowhere else to go, they shake their head and shrug shoulders and say 'what am I to do?''' Association president David Banner said.

"These are people who only recently bought a nice house in a nice street and now they are confronted with this harmful situation that could devalue their properties or risk their health.''

Mr Banner said the estate should not have been allowed to be built in the first place.

Casey Council objected to developers building so close to landfill, and foresaw a problem with methane gas leaking out of the site, but its decision was overturned at the Victorian Civil and Administrative Tribunal.
"Developers' interest in huge growth areas around the Casey corridor actually override a normal, logical, commonsense approach and VCAT itself has taken the issue out of community's hands,'' he said.

"Developers are getting their own way ... but once they've built it, once they've sold it and once they've moved on they've got the profit and the community and local council has to clean up the mess.''

He said residents who bought into the estate were ignorant of the problem at the time and some have only learned about it in the last week.

"The information they are getting ranges from an alarmist position, where you could suffocate or suffer explosions, and on the other side of it you've got people trying to placate it.''

The CFA will hold another community meeting tonight at 7.30pm at the old Cranbourne Shire offices.

A spokeswoman said it was working on a plan of action.

The Environment Protection Authority has been testing methane levels in houses at the estate on Cranbourne-Frankston Road for the past six months.

Flammable methane is leaking from landfill on Stevensons Road, which operated as a municipal tip until 2005 for Casey and Frankston councils.

It is estimated about 400 houses in 20 streets are affected by the gas, which comes from a nearby tip.

Resident Jodie Gilmore said she first heard of the evacuation on the radio and that she was scared her children aged two, three and five would no longer be safe in their own beds.

"Their bedrooms are at the back of the house, nearest to the tip," she said. "If there is an issue, where the hell am I going to live?"

Mother of three Julie, who bought her house in December 2006, said moving from her home - about 400 metres from the tip - was not an option.

"Where would we go?"

She said she had heard of the leak from a neighbour, who rang in tears asking if they would have to evacuate.

"I had no idea about all this," she said.

Julie said her in-laws also lived in the area and she had nowhere to take her children, aged four-and-a-half months to six years.

"I'm concerned about the health effects on the kids," she said.

Julie said she also feared house prices would now drop. "No one's going to buy here and no one's going to compensate us," she said.

Another resident, Leanne, said people were already struggling to pay mortgages and now feared the negative publicity would drive their house prices down.

Residents gathered at an information marquee set up at the entrance to the housing estate. Many said they had only found out about the problem this morning when they discovered pamphlets in their letter boxes.

Representatives from the City of Casey and the Environment Protection Authority spoke to the concerned residents.

Residents have been told it is up to each household to decide whether to stay or leave.

The CFA and City of Casey will hold an information meeting tonight at the Old Shire Offices on the Gippsland Highway.

Information handed out to residents today said the Cranbourne Landfill was producing large amounts of landfill gas which was being extracted from the site and burnt in flares.

Some of the gas had escaped through cracks in the landfill surface or underground and into surrounding soil.

Once in the soil the gas travelled to the estate and had been detected on properties, in electrical pits and in the stormwater system at levels that "pose a safety risk".

A Department of Human Services fact sheet said exposure to methane gas could result in dizziness, headaches, visual disturbance, palpitations and confusion "eventually progressing to lack of consciousness or death".

It said low level exposure to methane gas was unlikely to cause long term adverse health effects.

Cherryhills Drive resident Kerry Winsor said she had been unaware of last night's council meeting and found out about the evacuation while at work.

She said she believed her family's home was in the affected area.

"Do we leave our home and everything in it for something that could happen?" she asked.

"I don't believe that I went to work this morning and I'm standing here trying to find out what's going to happen to our future."

Ms Winsor said she felt let down by her state Member of Parliament Jude Perera, the EPA, the council and the housing estate developer, Peet.

"We've just been left with nowhere to go and know help whatsoever," she said.

"From what I've heard today the area they are looking at could take a year and even if they do fix it who's going to want to buy my home?

"We've been here (for six years), put our life savings into this house and building and establishing our family here in what was supposed to be a beautiful large-size estate for children and now look.

"We don't know what we do?"

She said her husband, who worked night-shift, did not yet know their home was at risk.

"What am I suppose to tell him? What am I going to tell my son when he gets home?" she asked.

"There's people out there that they're forcing to evacuate at this minute who have nowhere to go."

Ms Winsor said her family may have to stay with her parents but she was worried about leaving her property unattended.

"When everyone does evacuate and you've got 500 empty homes here who's going to stop the looters coming in, who's going to stop people breaking in to all the homes?" she asked.

"Are the fences going to go up so that no children and other people can come in here and play and be exposed to the same risk?

"I don't think they've even thought about any of that sort of stuff."

Ms Winsor said she was aware the tip was going to be closed down when she bought her home but had no idea her family's health could be in danger.

"You occasionally get the smell but this is just incredible, to know that this has been going on and we know nothing about it apart from waking up this morning and hearing 200 residents have been evacuated from our neighbourhood, and not knowing what the hell is going on," she said with tears in her eyes.

Donna Canning who has lived about 260 metres from the tip for the past six years, said the state member, council, and housing estate developer had failed the residents.

"We all pay our rates and they're massive rates up here ... they are bigger than any other rates in Cranbourne," she said.

"The state member, where's he? He's here when there's a barbecue but he's not here when there's a crisis." she said.

垃圾掩埋产生的甲烷气体长期得不到释放,一旦爆燃是蛮吓人的。
当初买到那里的人可惨了。
政府规划部门应该有人对此负责。

据报道,这个新建的住宅区房产有可能变得一文不值。当地市政厅曾在最初拒绝审批地产开发商在垃圾填埋场附近兴建居民区的申请,不过,这一决定后来被维州民事仲裁庭VCAT推翻,并且将兴建住宅到垃圾场的距离从500米缩短至200米!



很多新移民只看到新建房光鲜亮丽的外表和内饰,却往往忽略Location和整个社区环境、人文的价值,这实在是部分新移民买房的大忌!

Homes on methane time bomb 'worthless'

HUNDREDS of Melbourne residents could be homeless for at least a year after authorities pleaded with them to flee because of explosive levels of methane gas in a neighbouring landfill.

Panicked families, their homes now potentially worthless time-bombs, also fear for their children's health.

And some furious residents plan to seek millions of dollars in compensation after being sold land beside a potentially deadly gas field.

VCAT, Victoria's top planning tribunal, is in the firing line for approving development about 200m from the Cranbourne landfill, after Casey Council and the EPA had rejected initial plans.

The State Government last night announced $1000 assistance packages for each family to leave their homes.

Residents from the 800-lot Brookland Greens Estate were told to evacuate after CFA chief officer Russell Rees warned there was a "very real risk" of an explosion because of methane gas leaking from the former Stevensons Rd tip.

But many residents say they have nowhere else to go.

"We can't just tell everyone to pack up and go," Mr Rees said.

"Residents need to make a decision, because some homes have had no methane readings. Relocating is the safest option."

One home had methane levels at 60 per cent - 12 times the level at which explosions can occur.
