联邦工党拟推出新的免税储蓄政策帮助年轻首置者购房




11月4日消息   大选一天天临近，联邦工党再次抛出住房新政策，鼓励首次置业的年轻人更快储购首期，购买自己心目中的理想家园，重圆“居者有屋”的伟大澳洲梦。

联邦工党领袖陆克文宣布，如果工党在11月24日当选，将推出一项新的免税措施，帮助年轻首置者购房。

凡18岁以上澳洲人都可以开立一个专门的储蓄帐户，前四年内不可动用帐户内款项，在第五年开始可用来作为专门首次购房的首期款，这笔存款可以获得税务减免。减免的比率和目前superannuation帐户的减免税比率相当。

一对挣平均工资的年轻夫妇或伴侣可以拿收入的10％存入这个帐户。五年后可以累积约$64,000元作为首次置业首期。

这比目前普通银行帐户形式下存入同样的款项可以多出$14,500元。

Labor leader Kevin Rudd has launched a plan he says will help restore the great Australian dream by encouraging young people to save for their first home.

The plan involves tax concessions for special savings accounts.

Anyone over 18 will be able to make deposits to an account but won't be able to access funds for four years when the money will be available only for an eligible first-home purchase.

The accounts will attract the same tax concessions currently enjoyed by superannuation savings costing the commonwealth $600 million in tax receipts.

"We are trying to breathe some life back into the great Australian dream,'' Mr Rudd said.

"This, we believe, is a good way forward and over time it means that young people saving for their first home are going to have a real tax benefit.''

Mr Rudd says the first home saver account will allow a couple — each on an average wage and saving 10 per cent of their income — to accumulate deposits of about $64,000 over five years.

That is $14,500 more than could be achieved by saving with an ordinary savings account, he says.

"There is definitely a crisis which is hitting young people hoping to acquire their first home.

"Ten years ago the average home cost four times average yearly earnings, now it is seven times.''

The plan has been welcomed by the Housing Industry Association which says it will give renewed hope to thousands of struggling first home buyers.

"By encouraging first home seekers to build up a worthwhile deposit the plan will help countless young people to avoid becoming caught in a mortgage debt trap,'' HIA managing director Ron Silberberg said in a statement.

"The benefits of the plan would be spread over time and avoid a stampede of first home buyers into the market.''

Mr Silberberg said the plan was not an "instant fix'' to the housing affordability crisis but a pro-saving initiative that would encourage younger people to develop a saving culture and money-management skills.

你搞错拉。

你所说的“联邦和工党”是两个党，应该是“联盟党”和“工党”是两个党。

目前在台上的执政联盟（The Coalition）就是目前的自由党和国家党联盟。

而相对应的工党（Australia Labor Party）在联邦层面上就称联邦工党（Federal Labor），以区分目前各个州执政的各州工党。

At least one more choice to guide the hot cash away hence cooling down the impatience from some people in this country which will and has inevitably contributed to desperate inflation.

We need more differentiated choices to suit with people living under different facts, property marketplace with no exception as well.

Labour has to go even MORE sharply than Conservative to keep this country stays competetive if elected. Deregulation and privitization for medical and education is not just talking.

还有一个很奇怪的地方，如果有小两口，存了三年钱，够首期了，但按这“前四年内不可动用帐户内款项”的说法，应该是不符合优惠条件的，那岂不是亏大了？

2008年1月31日《The Advertiser》报道，住房部长Tanya Plibersek表示，联邦工党政府将设立“首次购房储蓄账户”列为首要任务，预计将于2008年底前引入这种账户。

这个计划，类似于退休公积金基金，允许澳洲年轻人建立一个低税率的储蓄账户。具体的操作标准将由财政部制定。

ASPIRING young home owners will receive Government assistance to build up home deposits, under a Labor plan to be accelerated this year.

Housing Minister Tanya Plibersek told The Advertiser Labor's plan for First Home Saver Accounts was a priority, which she was hopeful of introducing by the end of 2008.

The plan, which would operate like a superannuation fund, would give young Australians saving for a deposit access to low-tax savings accounts. The Treasury Department will model how the savings accounts would operate.

"It certainly is a priority,'' Ms Plibersek, the nation's first Housing Minister, said yesterday.

"It is a really sad thing to think that a generation of young Australians has given up on the idea they will ever own their own home.''

The Government would introduce legislation establishing the accounts "as soon as is practical'', she said.

"Australia has high levels of home ownership, we want that to continue,'' she said.

She said recent CPI data had shown housing inflation rose by 4.8 per cent in the past year.

"Housing is less affordable than it has ever been,'' she said.

"The problem is enormous and worse than we had considered.''

She said the new Government had to tackle the issue in a "responsible way''.

Any increase in the first home owners grant would be swallowed by a corresponding rise in house prices, she said.

She said the First Home Saver Accounts would encourage savings, get people into good habits and encourage people to save more and borrow less.

Ms Plibersek said Labor would also examine the results of the Coalition's audit of Commonwealth-owned land. She said Labor was prepared to release land for new housing.

Treasurer Wayne Swan said the Government was "committed to making the dream of home ownership more affordable''.

Federal cabinet today approved a scheme offering an effective tax break for aspiring first home owners, giving them incentives to save a deposit.

Treasurer Wayne Swan said cabinet had agreed on the first home saver account, first flagged during the election campaign.

"This is a modest long-term measure to assist more young Australians to achieve their dream of home ownership," he told reporters following a cabinet meeting.

"Young Australians saving for their first home will attract a government contribution equivalent to 15 per cent discount on their marginal tax rate."

The scheme will start in the second half of this year.

Mr Swan said there would be a minimum 15 per cent government contribution on after-tax contributions of up to $5,000 saved by low-income earners.

That would go directly into accounts rather than through the more complex system of sacrificing pre-tax salary.

Mr Swan said the new accounts were part of the government's five-point plan to fight inflation, promote private savings and place downward pressure on interest rates.

"This initiative will help boost national savings with the accounts anticipated to hold around $4 billion on savings after four years,'' he said.

Housing Minister Tanya Plibersek said there had been a marked decline in housing affordability in recent years, with the proportion of 18- to 34-year-olds buying their home falling by 11 per cent in the 10 years to 2004.

"This problem has emerged over many years and we know there is no overnight solution to the housing affordability problem, but we do believe with a suite of measures we can improve housing affordability over time,'' Ms Plibersek said.

She said the first home saver account would help first home buyers get into the market.

"The low income measures ... are particularly useful and will make a big impact to people who are starting out in the workforce, and hoping to save a little bit of money not to buy a home in the next few years but perhaps in 10 years time or even longer.''

Ms Plibersek said the plan would work alongside several other schemes designed to improve housing affordability.

One such plan was the half-billion dollar housing affordability fund, which would be used in conjunction with state and local governments to improve the affordability of new homes.

The national rental affordability scheme would result in up to
50,000 new rental properties being built over coming years and the government had also spoken about releasing surplus commonwealth land.

"All of these measures are designed over time to begin to address the very serious issue of housing affordability,'' she said.

太多的优惠，只会刺激房价的上涨，只有让经济减速才会抑制房价的上涨，那样的话，就向17楼说的那样，估计小陆回家了

工党压根就没想让房价下跌。这个政策简直就是rubbish. 除非去除投资房减税政策，然后让first home buyer减税。否则澳洲还将是富人投资炒房地产的好地方。

刚才新闻说了,这个帐户能起到的平均作用就是5年内攒85,000AUD, 政府的支持占１５０００,5年呐! 多15,000的首付能买什么呀!

这个算法还是基于夫妇双方都挣澳平均工资（现在该是５。５W吧），每月拿出１０％存进帐户。鬼们本来就没攒钱的习惯，再加上现在所有东西都涨钱，这政策能起到多少作用？我看唯一是可以拖慢首置人士进入市场的时间，从而缓解经济过热而已

只是一个结论是房市还是会涨的,我更关注政府RELEASE土地的措施,但是说到底,这些措施都要有5年后才能有些效果,那时候的房地产市场不知又涨到什么地步了.

所以结论是...还得早点买房!-个人观点哦!

紧接着的另一个新闻说,去年4次加息未能阻挡全澳房产市场KEEP RISING, 最高BRISBANE, 超过20%, 然后是HOBERT, 也是超过20%, 下面是墨尔本,悉尼也有8%, 06年涨的最高的PERTH, 2007年只有1%.
