谈谈customs broker national exam

在whisper鼓励下我终于在上周六参加了Customs broker national exam考试，之前也参加了Robert Crabtree在Gymea办的两个月的培训班（很有帮助）。我们有个学习小组9个人，除了一个日本姑娘之外，其余都是咱中国老乡。考完试，感觉没有想像难。只要比我再多认真一些复习，考过应该没问题。我呢，非常勉强，考试须过70分，我可能就六十几分的料。我呢，速度太慢，要不然就有把握了。听说考试通过率是20%，还包括很多考两三次的。我呢做好了明年再考得准备，到时有人参加考试，我们可以组一个Study group的。

Yeah, you need finish TAFE's international trade Facilitation Course first (Or if you are the last term), you can join the national Exam.
The exam is once a year, normaly in October.
Sorry but what do you mean "Chain"?.

楼主可否多介绍一些课程和考试的信息，比如tafe课程需要多久完成，是level 3 还是level 4，是否需要有相关的学习或者工作经验之类的？broker在澳的就业前景如何？

不好意思，问了这么多问题，只是自己对broker这个行业很感兴趣，却什么都不知道。

This is the most exciting news I have ever heard in this industry, and what I really want to say now is "Good On You", this would be the milestone in your future career and also it has been great inspiration for those who are interested in Customs Brokers.

I, myself,love this industry and your experience is inspiring me and works like a candle in the dark,lighting and guiding me to the goal I am hoping to achieve. The course you can finish by 2.5 years, certificate IV. they said you need experience to study the course, but Actually you can without working in this industry like me. I think broker is a very important role for importer and exporter. Coz you need so many knowledge like customs law and you need communicate with Customs. As you know, International trade is becoming more frequent. The imexporter themselves don't have a lof of time to do customs clearance job. So they need service provider like customs broker and freight forwarder to serve them.

For the course, you need to buy some books like Customs Act, Customs Regulation, Customs Tariff... But you can also download from Scaleplus all the law. And if you have laptop, just bring it to the class. The course is not very difficult. Normaly twice a week. If you have enough time, you can choose 3 or 4 nights a week. So you can finish by 2 years.

The couses is divided by 2 branches, Customs and Freight.
Customs include ImExport procedure, Customs Clearance, Customs Austhority, Valuation, Tariff 1 & 2 , Advance broking, GST, accounting for non-accountants, Customer service, basic law knowledge,presentation. If you have studied some course like accounting or financial or business, some of them can be exempted.

After finishing the course, you have right to join national exam, once a year in October. If you have Customs clearance experience and pass national exam you can apply for Customs Broker License. The national exam is hard. But some of them can pass just one time. Normally you will pass by 2 or 3 times.

而且以前在国内也做过CUSTOMS BROKER,TAFE 的课程可不可以免掉一些，
后者干脆不去上，买些书来自己看看，然后参加考试呢？

the applicant must have successfully passed, or have been granted an exemption from , all of the subjects required for a customs broker licence as stated in ACN 98/44.

About exemptions:
persons who have been exempted from that course of study pursuant to the provisions of section 183CC(3) of the Customs Act 1901.--
S183CC(2)&(3)&(5):
(2)        For the purposes of subsection (1), an applicant shall be taken to be qualified to be a customs broker if, and only if:
        (a)        except where he has been exempted under subsection (3), he has completed a course of study or instruction approved under subsection (5); and
        (b)        he has acquired experience that, in the opinion of the CEO, fits him to be a customs broker.
        (3)        The CEO may, by writing signed by him, exempt an applicant from the requirements of paragraph (2)(a) where, having regard to the experience or training of the applicant, he considers that it is appropriate to do so.
(5)        The CEO may, after obtaining and considering the advice of the Committee, approve, in writing, a course or courses of study or instruction that fits or fit him to be a customs broker.

so, maybe you cam asking  about exemption by sending E_mail to cbfcano@cbfca.com.au or call to 07 3252 1348.

In my opinion, The law of Customs in Australia has some different from China's. Especiall quarantine things, and Australia's FTA (free trade agreement) and TCO (tariff concession order) and dumping... So it's hard for you to apply for exemptions. If you have worked in Australia as Customs Broker role, it will be easier. But you can try.  Good luck.

If you enrolled in St George Tafe and maybe you can apply some exemptions from the head teacher of this course. Bring the relevant manuscript of your university course in China maybe useful for exemption.

自己对customs broker很感兴趣，今天上网查看了一下，墨尔本有两家tafe提供这方面的学习，打算周一再打电话问一下申请的问题。

customs broker都是需要证书才能上岗的，如果学习完了课程可是还没有通过natianal exam，这种情况下能够做哪种工作呢？

mm有没有一边学习一边在一些进出口公司工作或者实习呢？机会多吗？

可以做些customs clerk, registration, customs compiler, customs classifier等的工作。如果你有了这些方面的工作经验加上如果pass national exam 的话，可以申请Customs Broker license.

Sorry , i don't know much about the difference. But for Australia's exam this time:10 multiple-choice  question for 10 marks, then all the others you need calculate or classify or answer according to some authority.
For China's exam:there are some example in http://blog.globalimporter.net/
It looks like more multiple-choice question there.
