据8月18日墨尔本《太阳报》报道,在过去的12个月里,墨尔本一些区的房租每周最高上涨了$100澳元。由于移民涌入,人口增长,出租住宅供不应求,出租房的空置率越来越低,更助长了房租的上扬。

最新的统计数据显示,在Brunswick East,Clayton South和Balaclava,出租房空置率更下降到了0.5%以下。

MELBOURNE'S booming property market has put renters between a rock and a hard place, with weekly rents in popular suburbs jumping by up to $100 in 12 months.

Average rent on a three-bedroom home in Port Phillip has skyrocketed by 23.1 per cent -- up from $431 in March 2006 to $530 in March this year.

Families in Glen Eira and Moonee Valley have also been hit hard, with average rents rising 18 per cent in the year.

The Victorian Council of Social Services figures showed 14 Victorian suburbs have had rent rises of more than 15 per cent for three-bedroom homes.

The release coincided with figures from the Housing Industry Association, showing almost a third of Melbourne home owners are under mortgage stress.

Since August last year, three interest rate rises have seen the figure soar by 15.8 per cent, having an impact on 110,603 Melbourne households.

HIA director Caroline Lawrey said many families were being trapped by the rate rises.

"Australian families aren't keen to get into mortgage stress, many have little choice," she said.

"Average Victorians are being squeezed out of home ownership and the rental market is offering little relief as vacancy rates are at all time lows and rents are increasing much faster than general inflation."

VCOSS chief Cath Smith said rising rents were hitting hard in the outer suburbs and some regional areas.

Rent on a two-bedroom flat has jumped by more than 20 per cent in Swan Hill, Macedon Ranges, Port Phillip, South Gippsland and Melton.

"  People in a lot of these areas would have been trying to save towards a home deposit, and instead those savings have been eaten by rent rises," Ms Smith said.

"Instead, they're paying an extra $50 on rent and an extra $50 on petrol -- suddenly, they need to find a spare $100 a week just to stay on level."

Australians for Affordable Housing spokesman David Imber said middle income families were being pushed further out in the suburbs.

"What's particularly disturbing about the rental figures, is that some of these are areas that are already quite expensive -- to see serious double digit increases just proves that the problem is getting worse at a fast pace," he said.

"If we don't have urgent action, we'll see inner-city areas off limits to middle and lower income families."

Mr Imber said all levels of government needed to address the issue, prioritising more affordable housing.

"More affordable stock would take the pressure off all renters," he said.

Lack of rental vacancy continues to drive rental prices up.

New Melbourne rental vacancy rate figures from Hamton Property Group show Brunswick East, Clayton South, and Balaclava have rates of under 0.5 per cent.

Housing stress rising across Melbourne

MORE than 250,000 Victorian households are in "housing stress", with the problem spreading from the inner-city suburbs of Carlton and Docklands to the outer suburbs of Dallas and Notting Hill.

An analysis of ABS Census data shows 140,000 Victorians are now in "mortgage stress" — where they spend 30 per cent or more of gross income on mortgage repayments.

The problem of "rental stress" where 30 per cent or more of gross income is spent on rent now affects 114,000 Victorians.

The new analysis by the housing industry, follows recent reports of more than 1 million households across the nation now in housing stress.

Campbellfield (in the city of Hume) has the highest level of "mortgage stress" at 49.5 per cent. The median monthly repayment on a mortgage in Campbellfield is $1150. Meadow Heights and Dallas in the city of Hume, and Cairnlea in the western suburbs are the next worst affected at 47 per cent. And in Docklands, where the median monthly mortgage repayment is $2138, 45.7 per cent are in stress.

But the problem is not confined to mortgage holders. In Carlton, where the median weekly rent is $265, there are 66.2 per cent of people in "rental stress". The second-worst-hit suburb is Dallas where the median weekly rent is $170 and 56.5 per cent are in rental stress.

Notting Hill in the south-east has 55.7 per cent in stress, while in Melbourne 54.9 per cent of people are in rental stress.

Reserve Bank Governor Glenn Stevens said that while household balance sheets are generally sound and most people who have taken on high levels of debt can afford it, there are "pockets" of financial distress.

But the Housing Industry Association's Victorian executive director Caroline Lawrey said housing affordability was now at its lowest level on record.

"More and more Australians are feeling the pinch of higher loans," she said.

Prime Minister John Howard is expected to announce his policy on housing soon, following recent proposals from Opposition Leader Kevin Rudd to give tax breaks to investors who build affordable rental housing and create a $500 million Housing Affordability Fund. Mr Howard this week said he would consider a scheme proposed by Aussie Home Loans chief executive John Symond that would offer tax cuts to first home buyers, at a cost of $505 million annually.

But Treasurer Peter Costello has rejected the scheme proposing tax breaks up to $15,000 a year for the first five years, which would thereafter have to be repaid. Mr Costello said offering tax concessions on housing would mean people would have to pay capital gains tax on their residence.

THE cost of renting a house in Melbourne continues to climb, with new data showing city rent prices are up by more than 6 per cent in 12 months — the biggest rise in a decade.

The jump in rent, detailed yesterday in the Office of Housing's quarterly Rental Report, prompted Victoria's Housing Minister, Dick Wynne, to lash out at the Howard Government over housing affordability.

The Rental Report for the March-June quarter showed Melbourne's median rent level had risen 6.2 per cent above inflation in the year to June, the highest annual increase since March 1998.

The average rent of a two-bedroom house in Melbourne rose 4 per cent to $270 a week. Average rent of a one-bedroom flat rose 5 per cent to $220.

Vacancy rates across Melbourne improved slightly, from 1.2 per cent in March to 1.4 per cent in June.

Average rent on a house in country Victoria increased by about 3 per cent, from $185 a week in March to $190 by June.

Mr Wynne said the Howard Government's failure to keep down the cost of home ownership had spilled over into the rental market.

"People on low incomes are finding it harder and harder to find affordable accommodation," Mr Wynne said.

"Interest rates are rising and the cost of renting a home continues to increase, but the Howard Government continues to sit on its hands."

The Federal Government rejected Mr Wynne's assertion, saying public housing had been ill-managed by all state and territory governments, with the result that house prices had been forced up.

Community Services Minister Nigel Scullion called on Victoria to cut stamp duty.
