据2008年3月4日《The Age》和《Herald Sun》头版头条报道,为适应维州人口爆炸式增长,舒缓住房紧张状况,维州政府大规模释出90,000块住宅建地,规划出五大片新区,建造近十万栋新的居民住宅。

这五大片原先农场用地如今被规划为住宅建地的区域分别是Hume、Melton、Windham、Whittlesea、Cardinia和Caseyland。

据统计,维州目前有380万人,每个星期有1500人涌入墨尔本。按照这一速度,到2020年维州人口将突破620万,比原前的预测整整提前了10年。到2028年,墨尔本将赶超悉尼成为澳洲的最大城市。单单在2001~2006五年间,墨尔本人口就增加了270,000,增幅比预期高出30%。新增的家庭数量也达到86,613个。

维州州长John Brumby表示,墨尔本周边还有大量的土地,足够应付未来7~8年的发展,新计划将有助于消化墨尔本人口的爆炸式增长,确保墨尔本在住房承受力方面比悉尼更具有优势。目前墨尔本一块典型的住宅建地大约为$100,000元,而悉尼同类建地则高达$350,000元。




Brumby to release 90,000 housing blocks

VICTORIAN Premier John Brumby has pledged a big spending boost on public transport, roads and schools to cater for 90,000 new land blocks for Melbourne.

Former farmland in growth corridors including Casey, Hume, Whittlesea, Wyndham, Melton and Caroline Springs will be fast-tracked for development years ahead of schedule" under the State Government's new planning scheme, announced by Premier John Brumby today.

Mr Brumby has called for the establishment of "urban growth zones", providing a permit to use currently unzoned land in the city area for accommodation purposes as the city's population explodes.

Trends suggest that Victoria's population will rise to 6.2 million by 2020, while demographers predict Melbourne will overtake Sydney as Australia's most populous city in 20 years.

The State Opposition immediately suggested the new land surge would put excessive pressure on Melbourne's already stretched infrastructure.

Opposition leader Ted Baillieu described Brumby’s land statement as a “panic announcement”.

“There’s no new land being released,” Mr Baillieu said today.

“All the land is already inside the urban growth boundary and has already been earmarked for urban development.

“All they’re doing is bringing forward the development of some of the land, but that is not in the hands of the government it’s in the hands of the developers.

“They should have been ensuring adequate land supply years ago.”

And he maintained his prediction that existing infrastructure would be unable to cope.

“He hasn’t been able to do it for what we’ve already got, let alone do it anywhere else, why should you believe it?”

“There’s no point being the largest if we’re the not the most liveable,” he said.

But Mr Brumby said there would be enough police, ambulances, schools, roads and public transport to cater for the increase, with further reforms in health and planning to cope with the influx of new housing.

The Housing Industry Association has strongly supported the land release.

“We really welcome it”, Managing Director Dr Ron Silberberg told radio 3AW this morning.

“It will ensure that the availability of zoned residential land will not be a brake on affordability.

“It will flatten out price pressures.”

“In Melbourne a typical block of land is about $100,000. In Sydney it’s $350,000.

"And it’s apparent to us that the Victorian Premier John Brumby wants to ensure that Melburnians have more affordable housing than Sydneysiders."

He said as long as the market was not flooded by new housing, it should not have strong downward pressure on prices.

Mr Brumby, speaking to the Urban Development Insitute of Australia this morning, said that "Victoria's population boom is placing pressure on land supply and we are taking action to meet demand for zoned land.

"The reforms I am announcing will cut the time it takes to prepare land for development by more than 12 months."

Mr Brumby said developers in the newly-created zone would no longer be required to apply for rezoning on individual blocks of land.

Instead, planning permits will be issued if proposals comply with precinct structure plans established in consultation with local communites.

Mr Brumby opened his speech by quoting Shakespeare, saying "The people are the city."

"If Victoria's people age or multiply, if Victoria's people want to catch public transport, if Victoria's people are finding it harder to attain childcare, harder to afford a home, harder to pay the rent or meet mortgage payments, if any or all of these changes occur to a state's people, the cities, suburbs and towns that make up that state change," he said.

"And if that evolution threatens to alter the essential character of that state, such as its livability and its cultural diversity, then decisive action needs to be taken.

Mr Brumby's announcement comes on the day the Reserve Bank is tipped to raise official interest rates again.

The move also coincides with a Rudd Government decision to provide tax incentives for the building of 100,000 new affordable rental properties nationwide.

Melbourne is thought to have only seven or eight years worth of zoned land available.

The urban growth boundary imposed on Melbourne to limit urban sprawl will stay, as will 12 green-wedge areas around the city.

Melbourne current population is 3.8 million – a figure expected to grow to 4.5 million by 2020.

In the same period, the statewide population is tipped to grow from 5.2 million to 6.2 million.

The figures are based on the 2006 Census data.

Mr Brumby's announcement coincides with a report showing that between 2001 and 2006, Melbourne's population grew by 270,000 people – up 30 per cent on forecasts.

The number of new households grew by 86,613.

Melbourne is now growing at a rate of 1500 people a week and demographers are forecasting it will overtake Sydney and regain the title as Australia's largest city by 2028.

Mr Brumby's decision to rezone all potential development sites in the city comes as housing affordability in Australia causes serious concern.

The average family now spends 37.4 per cent of its income meeting its mortgage repayments – a figure due to worsen today, when the Reserve Bank is likely to increase official interest rates for the 12th consecutive time.

The speech is the first in a series in which the Premier will outline the Government's agenda for tackling population growth across the state.

Several major policy statements are to be delivered this year, detailing how Victoria will tackle problems such as congestion on roads and public transport. Mr Brumby is also likely to detail his agenda on other matters, including preventative health and climate change.

有同事去年在 melton 買了間房,不知道這對他們是好的影響還是壞的影響.

这么做只是早晚的事,解决住房供求问题不是靠房价永远的涨下去,增加供应才是正道

其实现在维州很多地方的house并不贵呀,20W左右的不少,30W以下的比比皆是,政府释放的土地还是有些偏僻,买的人不见得多

其实现在维州很多地方的house并不贵呀,20W左右的不少,30W以下的比比皆是,政府释放的土地还是有些偏僻,买的人不见得多

和SYD的情况一样. 现在大家都在叫嚷着政府批地建屋, 问题是批的地如果很远, 便宜也没人去呀. 如果批的第是好地方, 估计没得你知道哪, 价格就炒上天了

都忒远了点吧?
等各种设施都建好了,那且等了,不达到一定的人口量,建了也白建。比如说,政府投巨资在以上某个区建设了一个大型SHOPPING CENTER,可当地人口只有几千人,就算SHOPPING CENTER租金全免,有几个店家愿意把店开到那里呢?租金是省了,但没人购物不也是要倒贴人工和时间吗?

购买成熟区的房子不会错的,要跌也是偏远的地区跌,名声差的地区跌;没有大毛病的,靠近市区的地区顶多滞涨。而且政府越释放偏远地区的土地,就越显得近市区地区的珍贵。

都是好远的地方啊!看到有whittlesea,2004年去看过那里的一个农场拍卖,五十几个acre,卖了50几万。这个农场一路之隔就是住宅用地,建有成片的住宅。当时我们的房东说这块地早晚要转为建筑用地,到时就值几百万了。刚过4年,这次应该实现了。那是若能投资就好了!感叹啊!

THE price of an average house-and-land package in Melbourne's outer suburbs could fall by up to $10,000 under the State Government's plan to unlock more home sites, Premier John Brumby says.

The first of 90,000 fast-tracked residential blocks should come onto the market before the end of the year, making housing more affordable for first-time buyers and helping to reduce house prices across the city, Mr Brumby said yesterday.

He said an average house-and-land package in the five growth regions cost about $250,000 to $300,000, and the Government's scheme to free up more land and reduce development red tape should cut costs by between $5000 and $10,000.

But the Opposition branded as a "panic policy" Mr Brumby's decision to immediately rezone as residential all available farm land within Melbourne's urban growth boundary.

Opposition Leader Ted Baillieu warned that developers and not the Government would determine when the land went on sale and at what price.

"I think John Brumby is kidding you with this notion that prices are going to fall as a consequence of this announcement," Mr Baillieu said.

A leading demographer warned that Melbourne's soaring population growth — the city is now expected to overtake Sydney as Australia's biggest city by 2028 — could contribute to further urban sprawl.

Under Mr Brumby's plan, farmland in five growth zones around Melbourne will be freed up for residential development. The areas are Wyndham and Melton/Caroline Springs in the west, Hume in the north, Whittlesea in the north-east and Casey/Cardinia in the east.

Planning approval would be streamlined, shaving 12 months off the average five-year wait before a piece of farmland became a housing estate, Mr Brumby said.

But Monash University demographer Dr Bob Birrell said there was a danger that developers would "bank" the released land, which meant there could be no guarantee the rezoning would speed development or improve affordability.

He said the surge in Melbourne's population would place massive pressure on Planning Minister Justin Madden to push the urban growth boundary further out, creating greater urban sprawl.

A spokeswoman for Mr Madden said the Government had nearly finished its first audit of the Melbourne 2030 planning strategy, released in 2002, which fixed the growth boundary.

Yesterday's announcement is part of the Government's response to new forecasts that reveal Victoria's population will increase by 1 million to 6.2 million by 2020 — 10 years earlier than previously estimated.

Mr Brumby emphasised that yesterday's announcement was the first of several this year to ensure Melbourne could cope with the population boom while maintaining its "liveability".

But the Property Council of Australia warned that rezoning of land on Melbourne's fringes was not a panacea for housing affordability. Executive director Jennifer Cunich urged the Government to encourage more people to live close to existing services in the suburbs.

不会吧!昨天才去了趟SPRINGVALE,看见那里的放产中介门口贴着都是30万左右的HOUSE在卖,地都不小的,查了下MELWAY离CBD也就20多公里.
可问题是会有多少人买呢?

SPRINGVALE是差区, 当然房价便宜.要是在北边,EPPING往北,20多万就可以买中等类型的house.这些地方离城里不到20公里.据说西边更便宜. 但问题是, 这些地方再便宜, 也很少有人去.
