财政预算2008系列(８) - 托儿补贴增加／领取加速

从7月1日起托儿补贴将由原来的33%提升到50%并且由原来的一年报一次变成一季度报一次。但是每年最多可以报$7500。年收入8万的家庭如果有一个孩子每星期五天在全天长时childcare会得到每年$1995.71的补助。同样收入的家庭如果孩子不是5天去托儿所可以得到$1359.60补助。政府将为此政策在今后的4年内付出16亿。但是一些组织说提高补助只会让托儿所提高收费。

工党原本承诺加建250个托儿所但是现在看来今年只能造9个。工党政府首次公布了托儿所紧缺的具体数字：要达到政府目标还需要8500个额外员工。并且原本承诺的每周15小时免费学前班服务业要5年以后才能付诸实施。

Only nine new child-care centres will be built this year despite Labor's election promise to deliver 260 new centres to help ease the problems parents face finding care.

And it will take another five years for Labor to deliver on its promise to provide 15 free hours of preschool education for four-year-olds.

In the budget Labor for the first time quantified the size of the shortage of child-care workers and preschool educators, acknowledging it would have to find 8500 new workers to make its child-care pledges a reality.

As promised during last year's election campaign, the child-care rebate will be almost doubled - from 30 per cent of parents' out-of-pocket costs to 50 per cent.

From July 1 parents will be able to receive a maximum of $7500 a year to help with the cost of care for each child. Payments will also be made quarterly instead of annually.

A family earning $80,000 a year with one child in full-time long day-care will receive an extra $1995.71 a year as a result of the changes, and a family on the same income with a child in part-time long day-care will receive $1359.60.

Giving parents more money back on the cost of child care will cost the Federal Government $1.6 billion over four years.

During the election campaign Labor worked hard to paint itself as the party in touch with families. Much was made of the difficulty parents in the inner suburbs of Sydney and Melbourne had finding child care, with some reporting waiting lists of two years.

Last night the Minister for Education, Julia Gillard, said the measures would make it easier for parents to balance work and family responsibilities.

"The increase [in the child-care rebate] will reduce the burden of child-care costs for parents, helping them get back into the workforce or further training. Greater workforce participation builds extra capacity in Australia's economy, helping to ease inflationary pressures," Ms Gillard said.

But some child-care organisations have warned that the increase in the rebate will only encourage child-care operators to raise fees.

Parents who have experienced the stress of being unable to find child-care places may have to wait longer for relief.

The Federal Government is still committed to building 260 new child-care centres but has set aside $114.5 million to build 38 centres over the next four years. Six of those will be for children with autism.

At a rate of less than 10 centres a year, it will take the Government 26 years to make good on its election promise.

One problem is the lack of available land for new centres in areas where shortages are most acute, such as inner-city Sydney and Melbourne.

Another is the huge shortage of child-care workers.

The industry has difficulty retaining workers who receive low pay and are largely not required to have any formal training.

The Government will spend $126.6 million over the next four years to build a skilled workforce of 8500 workers.

It now says it will take until 2013 for all four-year-olds to receive the promised 15 hours for 40 weeks of early childhood education by a university qualified teacher.

The money will be spent on helping 8000 child-care workers complete TAFE qualifications and creating 1500 new early childhood education places at universities.

上次提高补贴的时候,幼儿园也提高了收费,结果自己负担部分还是一样.

我觉得文章里面说的$1359.60补助应该是大概三天半的托儿费用。

看来原文，是老妖说的。
我家才12个月，将来要送也是送part time的。
不过文章里说的是long day care ，没说family care 。我还是要打电话问问.

请注意英文原贴说的是:A family earning $80,000 a year with one child in full-time long day-care will receive an EXTRA  $1995.71 a year ." 所以是额外多拿回来1995.71.

30％－>50% 是 out of pocket部分。基础部分每个家庭政府补多少，还是要看家庭收入的。
