Challenges to My School rankings risk launch delay

UP to 300 schools are challenging the ranking given to them under the revamped My School website, raising doubts about its launch date.
The schools, mainly independent and Catholic, have asked for a review of the Index of Community Socio-Educational Advantage number given to every Australian school on the website. About 9500 schools are listed.
The independent school sector has launched a sustained attack on the new formula used to calculate the ICSEA score, which reflects the socio-economic status of a school community. Schools fear the ranking will be used to determine government funding.
The new ICSEA formula uses a student's enrolment details - which lists parental occupations, education and spoken language - rather than just census data.
The Australian Curriculum, Assessment and Reporting Authority has declined to answer questions about whether the challenges would delay the activation of the website, forecast for December.
The Prime Minister, Julia Gillard, and the Education Minister, Peter Garrett, yesterday launched the site, which will include each school's 2009 recurrent income and capital expenditure, broken down by source of funding.
School profiles will detail the proportion of students from language backgrounds other than English, while literacy and numeracy test results will show academic trends over time, including how much an individual school influences the academic performance of a child.
Dr Geoff Newcombe, the executive director of the Association of Independent Schools of NSW, said serious doubts existed about the validity of the methodology to calculate the ICSEA scores.
He said the ranking for independent schools had increased and decreased for government schools, even when schools are in the same catchment area.
''The time frame provided by ACARA for schools to seek a review of their revised ICSEA score and to provide additional information to support that request is ridiculously short, and doesn't reflect the serious impact that this could have on schools,'' he said.
''ACARA's consultation process has not allowed the association or schools to understand the complex methodology used or the differences in the sources and types data used between schools and school sectors.''
An ACARA spokesman said it was working with schools concerned about their ICSEA values, and extended the deadline for schools wishing to seek a review.
''If concerned schools are not able to provide relevant data supporting a change in their ICSEA value when the new website goes live, their 2009 ICSEA scores will be shown with a notation indicating that their 2010 values will be published once a review has been completed,'' the spokesman said.
The principal of SCEGGS Darlinghurst, Jenny Allum, said her school's ICSEA varied by 2.7 per cent, but at least one independent school with a similar score to SCEGGS last year had dropped by almost 17 per cent.
''It appears to me that the differences year on year vary widely between schools and that extreme fluctuation appears to have been unremarked on and unexplained,'' Ms Allum said.
The headmistress of Abbotsleigh, Judith Poole, said the high number of students from Asian backgrounds on Sydney's north shore may explain why her school's ICSEA ranking dropped by 12 points.
Mrs Poole was concerned that scoring the level of improvement in students' performance could disadvantage those schools which were already operating above the average.
''If you have a cohort travelling at the top, the value add won't be significant, so the data must be presented in such a way that the community understands this,'' she said.
