FAMILIES face health premium rises of more than $200 next year as insurers try to claw back rising costs.
Major funds will apply to Health Minister Nicola Roxon today to lift premiums by 6.5-7.3 per cent.
States were given a 7.3 per cent increase to run public hospitals in the latest five-year Australian Health Care Agreement, signed last month.
Private insurers will use that figure as a starting point for their own claims, arguing private hospitals face similar cost pressures.
They will also rely on the health services index, which measures movements in health costs.
The hospital and medical services component of the index jumped an annual 6.5 per cent in the September quarter.
Steep health premium rises would be a big blow to families already struggling with worsening economic conditions.
Ms Roxon's office said the funds would have to prove their cases beyond doubt.
"While of course the minister acknowledges that health costs do rise, the minister has said that the days of the tick and flick are over," her spokesman said.
"She will be closely examining all applications from each insurer to ensure any premium increase is kept to an absolute minimum."
The funds' applications will be assessed by the Department of Health and Ageing, the Private Health Insurance Administration Council and Australian Government Actuary.
Australia's biggest health fund, Medibank Private, paid out almost 8 per cent more in benefits to members in 2007-08, driven largely by a jump in hospital admissions.
The cost of some high-end medical devices dropped, but savings were more than offset by big increases in demand for the devices.
Health premiums rose an average 4.94 per cent this year.
A 6.5-7.3 per cent premium increase would mean a $174- $201 rise for a family with comprehensive hospital cover but no extras. The same cover with comprehensive extras could cost $236-$265 more.
The funds will argue they are bleeding members as a result of changes to Medicare rules that allow uninsured people to earn more before being punished through the tax system.
Ms Roxon has already warned she will take a dim view of funds that use the change to push for steep premium rises.
"We have made absolutely clear to the private health insurance funds that we will not regard favourably any requests that are based on the removal or changing of the threshold of the Medicare levy surcharge," she said. |
