澳洲PR，中国护照，去菲律宾需要签证吗？

在国内的穷游网上搜索了下，有几个免签证停留七天的经历，我在菲律宾驻新加坡大使馆和驻日本大使馆的官网上都找到这样一段话：

驻日大使馆：
(FSC-21-10/SEC.I) – 7-Day Visa-Free Entry for Temporary Visit

The following are allowed to enter the Philippines for temporary visits (business/tourism) without a visa for a stay not exceeding seven (7) days, provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay:

    Holders of People’s Republic of China passports with either a valid Australian, Canadian, Japanese, Schengen, or US visa
    Holders of Hong Kong Special Administrative (SAR) passports
    Holders of British National Overseas (BNO) passports
    Holders of Portuguese passports issued in Macao
    Holders of Macao Special Administrative Region (SAR) passports
    Holders of People’s Republic of China passports coming for tourism and with either a valid Australian, Canadian, Japanese, Schengen, or US visa

VISA ADVISORY

Visa required. If the traveller is working, studying or residing in Singapore (as Permanent Resident or holder of PEP, E-Pass, S-Pass, Work Permit, Student Pass, Dependant's Pass) may apply at the Philippine Embassy in Singapore.

If not residing in Singapore, the traveller must apply at the Philippine Embassy or Consulate in the country of residence.

If the traveller has a visa issued by Australia, Canada, Japan, Schengen country or U.S.A, may enter the Philippines without a visa for a stay not exceeding 7 days for tourism purposes, provided that the traveller is entering through Manila, holds a valid ticket for the return journey to country of origin or next country of destination and passport is valid for a period of at least six (6) months beyond the contemplated period of stay. 可是菲律宾驻澳洲大使馆的官网上并没有这样的话，那我到底需不需要办签证啊？有同样经历的足迹鹅来现身说法吗？

这都不是同一个问题，你去日本肯定要签证的呀

以后论坛出个广而告之吧，这种问题被经年累月地问啊。中国护照+澳洲pr=中国公民，所以参照中国护照执行。针对持有澳洲pr再免签证的，也就是极个别的国家并且很多都有限制条件。比如这个问题中的菲律宾，他可能要看到澳洲pr签证贴纸，用电子签的就不行。日本更是不用考虑。唯一认同澳洲pr无限制的的是新西兰。

今天致电菲律宾大使馆，使馆的人说有澳洲有效签证的中国公民免签七天

补充一下个人经历，这个月18号去的菲律宾，24回，到达的那天不算，所以总共算滞留6天。出发前把护照有效页复印一下，一份纸质签证，一份行程单，过海关的时候递给他们就可以了。这三份材料必须准备好，尤其是行程单，在澳洲柜台check in的时候就要看行程单，到了那边也要看。
如果不放心的话，再把菲驻新加坡/日本大使馆上找到的关于签证的页面打印一张出来给他们看，他们就懂了

请问你知道这个要区分旅游还是公务吗？我下个月可能要去出差，不超过7天，不知道要不要签证，电话也打不通
