Firstly, In victoria, any vehicle with any non-human power propulsion must be registered. Regardless how much power the engine is or the size of the boat. This including Kayak with an electric motor, still requires boat registration.
(http://transportsafety.vic.gov.au/maritime-safety/recreational-vessel-operators/powerboat) so even for 5hp engine, you will need to register the boat. On top of that, you must have a general marine license (like a driver license for boat) to drive the boat as well.
If you rent the boat and it is less than 5hp, then you dont require a marine license to drive the boat. This is where the misconception people got. Rental business has special exemption of not require their customer to be licensed if their boat is less than 5hp.
Another thing to take note is the overhanging when you loading your tinny onto top of the car. You are only allow overhang up to 60% of your car's wheelbase, starting form the middle of your rear wheel (60% wheelbase meaning the 60% of length between your front car wheel to the back wheel). So be sure it doesn't extend further than that. Else you will copes a fine by police.
