TAX cuts worth $31.5 billion over the next four years are the centrepiece of Treasurer Peter Costello's 12th Budget, and he is confident that unlike last year, the handouts won't be swallowed up by rising mortgage rates. The tax cuts will take effect in two stages. From July 1 this year the 30 per cent tax rate will only apply to income over $30,000, up from the current threshold of $25,000. For someone on the average salary of $50,000 a year that will mean a tax saving of $750 a year. From July 1, 2008, the 40 per cent threshold will increase to $80,000 from $75,000 and the 45 per cent to $180,000 from $150,000.
