New intercity trains too wide for rail line to stations in Blue Mountains
The NSW government will need to modify station platforms and rail lines in the Blue Mountains because the new fleet of intercity trains it is spending $2.3 billion on will be too wide to make trips as far as Lithgow and Katoomba.
Tender documents for the new fleet show the trains, which are to be built in South Korea, will be about 3.1 metres wide, which is the size of a medium electric rail car.
But this means they will be too wide to travel beyond Springwood to Katoomba and Lithgow on the Blue Mountains Line.
That section of line can handle only carriages narrower than three metres, such as the decades-old V-Sets that the new trains will replace.
Transport for NSW confirmed it was finalising where modifications such as platform extensions, track work and signal changes would need to be made to allow the new trains to run.
"The new trains are being custom-built to our specifications. It's always been our intention to carry out some modifications to the rail infrastructure so that we can run these trains and deliver our customers the comfort they deserve," it said in a statement.
"These modifications are a part of the overall project to deliver the new trains."
The cost of alterations to the Blue Mountains Line to handle the new trains has yet to be finalised.
But Blue Mountains Labor MP Trish Doyle accused the Baird government of jumping "head-first in to a project without actually running the measuring tape over the narrowest point the trains have to pass through".
"Instead of buying 'off-the-shelf' designs, they should have brought the project in-house to the experts at Railcorp and designed a new train with our local conditions in mind from the outset," she said.
"The [Transport] Minister [Andrew Constance] hasn't done his homework, and after boasting about getting a cheap deal on new trains, we now discover that the trains won't actually fit down the line. You couldn't make this stuff up."
When he awarded the $2.3 billion contract in August, Mr Constance said the government had made a 25 per cent saving on the cost of the trains by selecting a consortium which included South Korea's Hyundai Rotem and Australia's UGL.
The contract to build the 512 double-deck train carriages does not include costs such as alterations to the line or a new maintenance facility at Kangy Angy on the Central Coast.
Last year, the NSW Auditor-General warned that the total cost of the project would rise to as much as $3.9 billion.
Ms Doyle said platforms at Blue Mountain stations such as Linden and Warrimoo would also be too short for the new trains, which would be up to 205 metres long.
"Minister Constance now needs to explain to taxpayers what the total cost will be of making sure the whole network is compatible with the new trains," she said.
The procurement process for the new trains was begun under Treasurer Gladys Berejiklian when she was transport minister in 2014. At the time, Ms Berejiklian said the best way to avoid past delays was to buy trains "off the shelf with proven technology from the world's best".
The deal is the biggest train contract since the state government awarded the troubled Waratah project to a Downer EDI-led consortium almost a decade ago to build carriages in China.
The new intercity trains are due to begin replacing V-set trains that run from Sydney's Central Station to the Blue Mountains, Newcastle and the Illawarra in 2019.
The new trains also threaten the jobs of scores of train guards because one of the requirements in the contract is that they are able to be operated solely by drivers.
